Fox News reporters who witnessed the attack later recalled: "Gianforte grabbed Jacobs by the neck with both hands and slammed him into the ground behind him".
The comment comes at the same time as the administration responds to the disappearance and apparent murder of Washington Post journalist Jamal Khashoggi in the Saudi consulate in Istanbul.
"This will be an election of (Justice Brett) Kavanaugh, the caravan, law and order and common sense", Trump said.
He recalled hearing the story when he was overseas and admitted that at first, he anxious that Gianforte might lose the election.
Gianforte pleaded guilty to a misdemeanor assault charge and was sentenced to 40 hours of community service and 20 hours of anger-management, in addition to the $385 in court fees and fines.
Trump was speaking at a rally in Missoula, Mont., where the president was campaigning for a Republican challenger to Sen.
On Mr Biden challenging him to a fight, Mr Trump said, "He'd be down, faster than Greg would take him down".
Gianforte won by a six-point margin in 2017, but still faces re-election this year.
The President's next stop on his three-day trip out West is Arizona.
