Trump delivered an address to troops at the Fort Drum U.S. Army reservation in NY before signing the John S. McCain National Defense Authorization Act for Fiscal Year 2019, which was passed by Congress on August 1.

Trump added that a strong military requires a robust USA economy, which he said helps provide funding for new equipment, pay increases for soldiers and reduces the unemployment rate for veterans. That measure was seen as targeting China.
