The Philippine foreign secretary was reacting to a joint statement issued by US Secretary of State Rex Tillerson, Japanese Foreign Minister Taro Kono, and Australian Foreign Minister Julie Bishop on Monday, August 7.

Chinese President Xi Jinping on Tuesday sent a congratulatory message to Rodrigo Duterte, president of the Philippines, which is the rotating chair of the Association of Southeastern Asian Nations (ASEAN), on the 50th founding anniversary of the regional organization.

Anifah said that he could now proudly say that ASEAN had successfully maintained and enhanced peace, security and stability in the region and in fact, evolved and progressed to achieve so much more than what ASEAN aspired to be.

The UN Security Council adopted the US-drafted resolution on Saturday to punish North Korea for its two intercontinental ballistic missile tests last month. In what was apparently a chance meeting at a gala dinner Sunday night, Ri spoke briefly with his counterpart from South Korea, Foreign Minister Kang Kyung-wha.

"China-Asean ties have become one of the most vigorous and enriched dialogue partnerships of Asean", Xi Jinping added.

"This kind of moral equivalency that's implied by the freeze for freeze, which is between the North Koreans shooting off missiles that are prohibited and our reasonably defensive exercises that we undertake in our alliance with the South Koreans to protect them from these launches, is not a reasonable kind of a trade", Thornton said.

The documents detailing the new framework have not been distributed to the public due to the sensitive provisions they contain, and when asked by journalists about their contents, Chinese Foreign Minister Wang Yi was evasive, saying: "we don't want to prejudge the result of those negotiations".

The issue of allowing South Korea to press forward with more long-range and lethal ballistic missiles is under serious consideration by top Defense Department leaders, Pentagon spokesman Capt. Jeff Davis said Monday.

North Korea regularly uses flamboyant language to make threats against the US and the West.

"We are ready to retaliate with far bigger actions to make the USA pay a price for its crime against our country and people", the reclusive nation warned, the official Korean Central News Agency reported.

North Korea is a participant to the ASEAN Regional Forum and has yet to comment on the ASEAN diplomats' concern over its nuclear programme.

Chinese Foreign Minister Wang Yi says he urged his North Korean counterpart to abide by United Nations resolutions and stop provoking "the global community's goodwill" with missile launches and nuclear tests.

Cayetano said: "Japan, Australia, and the USA are our friends. The remarks were completely like a mission the United States assigned to you". He also emphasized China and Russia's participation in the vote.

Moscow and Beijing both have proposed a "freeze for a freeze" approach, in which North Korea would suspend its missile and nuclear testing if the United States and its allies stop conducting joint military exercises in the region. China has resisted America's strong push to cut off oil deliveries, arguing that dialogue with North Korea is the only way to persuade Pyongyang to halt its missile programs.
