Killed was Alyssa Elsman, an 18-year-old girl from MI and her 13-year-old sister was among the 22 injured, four of them critically. He unknowingly captured images of Rojas trying to flee from the cops. He said "I wished to kill them all until the NY police stopped the vehicle by shooting me".
Others claimed he was also under the influence of PCP which causes hallucinations and mania.
During this time, he had told police he was being harassed and followed.
Elsman graduated from Portage Central High School past year, Portage Public School Community Relations Manager Michelle Karpinski told CNN.
He left the military in 2014 and never served overseas.
In addition to the murder charge, Rojas also faces 20 counts of attempted murder, one count of aggravated vehicular homicide and a count of attempted murder in the second degree, according to the criminal complaint.
As for Rojas, Elsman said, "If it were an accident, I would forgive. He allegedly told the police that he wanted to murder the innocent people on the streets and wanted the cops to kill him". He knew what he was doing.

At one point Friday, Elsman went to the Midtown South station house where Rojas was being held, and threatened to kill him, law-enforcement sources told The Post. He was initially taken to a nearby hospital after he was detained.
